Andrew Charles Schiffler was born on August 10, 1889, in Wheeling, West Virginia, to Andrew J. and Emma Frantz Schiffler. Educated in Wheeling's public schools and West Virginia University, he was admitted to the bar on May 1, 1913. Schiffler's legal career included serving as a bankruptcy referee for the northern district of West Virginia (1918-1922) and as the prosecuting attorney for Ohio County (1925-1932). He also served in World War I and later supported military efforts as an Ohio County Draft Board assistant.
Schiffler's political career began as the Ohio County Republican Committee Chairman (1936-1938). He served two non-consecutive terms in the U.S. House of Representatives, representing West Virginia's 1st district in the 76th Congress (January 3, 1939 - January 3, 1941) and the 78th Congress (January 3, 1943 - January 3, 1945). His congressional tenure was bookended by Robert L. Ramsay and Matthew M. Neely. After Congress, he returned to law practice in Wheeling and served as a Commissioner of Accounts in Ohio County (1956-1963).
Throughout his life, Schiffler was actively involved in numerous organizations, including various Masonic bodies, the Elks, Knights of Pythias, Odd Fellows, and Eagles. He was married twice: first to Emma Pearl Muldrew Schiffler (1890-1959) in 1910, and then to Margaret C. McCluskey Schiffler (1895-1976) in 1959. He had two children: Lt. Col. Robert A. Schiffler (1915-1974) and Virginia Kerns, who predeceased him.
Andrew C. Schiffler died on March 27, 1970, at 11:30 p.m. at the Ohio Valley General Hospital in Wheeling, West Virginia, at the age of 80. At the time of his death, he resided at 1531 Atlas Road, Wheeling, and was in a law partnership with A. Dana Kahle. His funeral was held at St. Joseph's Cathedral on March 31, 1970, with interment at Mount Calvary Cemetery in Wheeling.
