David Lynn IV was born on November 10, 1873, in Wheeling, West Virginia. Lynn began his career in architecture and civil engineering, eventually joining the staff of the Architect of the Capitol in Washington, D.C. He served as a 21-year veteran before being appointed as the Architect of the Capitol by President Calvin Coolidge on August 22, 1923.
During his tenure, which lasted until September 30, 1954, Lynn oversaw significant expansions and renovations of the Capitol complex. Notable projects included the construction of the Longworth House Office Building, the Supreme Court Building, the U.S. Botanic Garden Conservatory, and the annex to the Library of Congress, now known as the John Adams Building. He also supervised the remodeling of the House and Senate Chambers between 1949 and 1951.
David Lynn IV retired in 1954 and passed away on May 25, 1961, in Washington, D.C. He was buried in Mount Olivet Cemetery in Frederick, Maryland.
