On Tuesday, January 17, 1978, the Ohio Valley dug out from a winter storm that dropped about 14 inches of snow on the area disrupting normal activities. The Ohio Valley continued to dig out from the winter storm that dumped 16 inches of accumulation during a 48 hour period ending on Wednesday, January 18, 1978. By Sunday, January 22, 1978, the Ohio Valley was still digging out from a blizzard that on Friday, January 20, 1978, dropped almost a foot of snow on the area. On Monday, January 23, 1978, area residents monitored the Ohio River and local streams to check on flooding possibilities. Because of rising temperatures and rain, the flood watch intensified in the Ohio Valley by Wednesday, January 25, 1978. On Thursday, January 26, 1978, Ohio Valley residents braced for more strong winds and bitter cold as municipalities throughout the region cleaned up after flash flooding. Also on Thursday, January 26, 1978, high winds, surging flood waters and broken gas and power lines drove almost 3,000 West Virginians from their homes, but the state escaped another fierce blizzard that crippled the Midwest and Ohio.
