The Wheeling City Council passed an ordinance changing the names of over 100 duplicated streets in the city to help reduce confusion, especially around mail delivery. Some of the major changes included renaming 6 "Center" streets to be more specific, like Dimmey Avenue and Fulton Avenue. The streets in Warwood using simple numbered names like First, Second, and Third were changed to be more distinct by adding "North" before the street name, such as North First Street and North Second Street. Streets along National Road heading east from Wheeling were renumbered, starting with No. 6 and going up to 2606 at the far end. These street name changes, along with new house numbers in some areas, were reflected in the latest city directory. Though the new names were official, the council expected to announce a timeline soon for when citizens should begin using the updated street names so the transition could be smooth. Many duplicated street names were confusing deliveries and costing money, so the city planning groups recommended these changes for clarity.
