Raymond Joseph Falland was born in Forest City, Pennsylvania in 1892 to Frank and Ursula Falland, who had immigrated from Germany. He moved to the Ohio Valley with his family as a boy and served in the 314th Field Artillery in World War I, where he was severely wounded in the Meuse-Argonne Offensive. After the war, he was elected Clerk of Ohio County in 1928 and served in that office for almost 42 years, the longest tenure in Ohio County history. He married Bertha Morgan in 1935 and was affiliated with many lodges and organizations in Wheeling. He died in 1968 and was buried in Mount Calvary Cemetery in Wheeling.
