Chester D. Hubbard was a businessman, politician, and Congressman from Wheeling, West Virginia. He served in the Virginia legislature before the Civil War, helped found West Virginia during the war, and was later elected as a Republican to two terms in the U.S. House of Representatives from 1865-1869. Outside politics, Hubbard worked in banking and manufacturing in Wheeling, serving as president of a bank and several companies. He promoted railroads, education, and other civic causes in the city.
