Thomas Hughes was born in Wheeling, Virginia (now West Virginia) in 1850. His father, Dr. Alfred Hughes, was a homeopathic physician and Confederate sympathizer. During the Civil War, Dr. Hughes was arrested for treason and imprisoned at Camp Chase, near Columbus, Ohio. After his release, the family moved to Richmond, Virginia, and then to Baltimore, Maryland, after the war.
Thomas Hughes attended the Virginia Military Institute during the Civil War and then Baltimore City College, where he graduated in 1871. He then attended the University of Virginia and received his law degree. He practiced law in Baltimore and died there in 1941. Hughes is buried in Loudon Park Cemetery in Baltimore, Maryland.
