In 1877, West Virginia voters chose Charleston as the permanent state capital in a referendum, ending years of the capital shuffling between Wheeling and Charleston. The constant moving of government records between the two cities had earned the capital the nickname "the floating capital." After legislation allowed voters to decide the issue, Charleston campaigned vigorously and won the referendum decisively with over half the votes, defeating Clarksburg and Martinsburg.
