The Wheeling Independent Exempt Infantry, comprising Company A and Company B, was a body of infantry without a regimental affiliation. Comprised of men from the Northern Panhandle, they served as city guards, specifically Capitol Guards, stationed in Wheeling throughout the entirety of the Civil War. As Wheeling held the dual role of being the seat of the Restored Government and the capital of West Virginia, these two companies fulfilled their duties throughout the war without the obligation to engage in other military service.
