Today in Wheeling History: June 13--During the initial gathering of the Second Wheeling Convention, John Carlile introduced “A Declaration of the People of Virginia.” This document proposed the reorganization of Virginia's government based on the premise that the state's secession from the United States had resulted in the abandonment of all state government positions (1861).
