According to an article in The Wheeling Daily Intelligencer on May 10, 1859, a meeting of the stockholders of the Wheeling Library Association was held the previous evening, May 9, 1859, at the Court House, where Major Loring was appointed chair, and a committee was formed to nominate officers and directors for the coming year. The Wheeling Public Library officially opened on October 12, 1882, emerging from the Mercantile Library Association, which was chartered in 1859 by the Ohio County Circuit Court. Throughout its history, the library has occupied various locations, including R.J. Smyth's grocery (1882-1894), Masonic Temple (1894-1907), Schmulbach Building (1907-1910), Delaplaine dry goods house (1910-1911), 2100 Market Street (1911-1973), and its current location at 52-16th Street (1973-present). The library has faced challenges, such as the rejection of a grant from Andrew Carnegie in 1904 but has continued to innovate and provide essential services to the community. In the upcoming May 14, 2024, primary election, Ohio County voters will have the opportunity to support the Ohio County Public Library Levy, which aims to provide $1 million annually for five years to fund the library's operations and services without imposing additional taxes on the community.
