On December 10, 1863, a small group assembled for a soldiers' relief fund meeting at the Court House. Funds receiver J.W. Paxton shared donations raised so far: First Ward - Wm. Holliday $59.20; Second Ward - J.L. Stifel $175.50; Third Ward - Jno. Donlon $1,308.30, Wm. Simpson $55; Fourth Ward - Jno. Reid $106.04, H. Hall $46.50; Fifth Ward - R.J. Smyth $588.80, R. Pratt $50, H. Hibbard $52, German M. Church $12.05; Sixth Ward - T. Gorrell $150, Jas. Wilson $40; Seventh Ward - E.W. Paxton $121; Total $2,764.99. Additional pledged sums were noted as not yet collected, including a $250 check in the First Ward. Estimates suggested $600 per week was needed for soldiers' needy families' necessities, especially clothing for children. A follow-up meeting was planned for December 14th in the evening.
